how do you go about creating GPS systems?

i know this might be a lot but any sources from google are good too.

If you're asking where you can buy the electronic components you can find them at http://www.parallax.com but you'll end up spending a lot more for all that is required and getting less than what the cheapest Garmin handheld will give you. The GPS system is composed of a bunch of satellites orbiting the earth so I doubt you'll be creating any of them any time soon.
